You have an IRC client, you know some commands. What else could there be? How about that one strange person you've seen in the chat?
The one who is always online.

The one whose name is ZETA!

Zeta is an IRC bot who everyone either loves (JaMaHa) or hates (everyone else).

In case you're interested in the techical info of Zeta, she (yes, she) is an Eggdrop bot whose AI is powered by an AI script called bmotion
